ABOUT PERFORMANCE GOVERNANCE SYSTEM (PGS)
The Performance Governance System (PGS) is a holistic and collaborative framework for designing and executing roadmaps to long-term reform towards better service delivery. This was introduced by the Institute for Solidarity in Asia (ISA) as its flagship program. This system was designed to address a wide variety of challenges and achieve breakthrough results.
The PGS has four stages:
- Initiation Stage. This stage focuses on strategy design. This involves the identification of objectives, strategies, measures and impact indicators towards the attainment of our vision.
- Compliance Stage. This involves the alignment of the whole organization to its strategies. This includes cascading the strategies to the different units for implementation with the development of scorecards for regular monitoring and reporting of progress, collaborating with external stakeholders through the Multi- Sector Governance Council, and the creation of an Office for Strategy Management (OSM) to oversee the implementation of the strategy.
- Proficiency Stage. This stage involves a successful strategy execution. With a fully functional Office for Strategy Management (OSM), cascading to all units and individuals have been completed and refreshed depending on the performance appraisal cycle of the organization, monitoring and reporting has evolved into more meaningful performance assessments, and the strategy has been embedded to day-to-day operations.
- Institutionalization Stage. This stage focuses on the attainment of breakthrough results. This result must be felt by the internal and external stakeholders and obtained through the alignment of efforts toward better performance and real, lasting transformation.
EVRMC STRATEGIC POSITION
From our current reality of being a 500-authorized bed capacity Level III Medical Center with multi-specialty services, EVRMC positions itself to be a 1,000-authorized bed capacity Level III Medical Center with end-referral centers in Neonatal Care, Cardiac Care, Rehab Medicine, and Geriatrics, by 2022.
STRATEGY MAP
The Strategy Map spells out the medium and long term strategic plans of EVRMC in meeting its vision. With the mandate of our mission to lead the delivery of quality resilient health care services as the end-referral hospital of Region 8, especially to the vulnerable population, by engaging empowered, compassionate, and highly-skilled health personnel, offering health professions training, and conducting relevant research; guided by the Core Values of Excellence, Visionary Leadership, Resilience, Moral Integrity and Compassion – EVRMC envision itself as a globally recognized Center of Excellence in Health that provides quality care to the people of Eastern Visayas by 2030.
By attaining excellence in our core processes: providing multi-disciplinary specialty services that addresses the needs of the community, capacitating health professionals to deliver highly specialized quality services, engaging hospital staff in their conduct of quality clinical research that translates to improved outcomes, and capacitating primary care workers to improve the healthcare provider network, braced by the support processes and financing in accomplishing our goal; we intend to contribute to our country in achieving better health outcomes, more responsive health systems, more equitable health care financing and attain breakthrough results to create an impact to the people of Region VIII.
EVRMC PGS JOURNEY
In its aim to continuously provide quality health care services to the people of Region VIII, the Eastern Visayas Regiona Medical Center, under the leadership of Dr. Salvador B. Evardone decided to embrace the Performance Governance System last April 2019. The PGS team participated in the PGS Module 1 for Hospitals at the Philippine Heart Center during which the basic governance documents were formulated. This, they did while on the last stretch of preparation for the ISO 9001:2015 Accreditation. From then on, various activities were done as EVRMC worked towards the Initiation Stage of PGS, starting with the creation of the Office for Strategy Management last October 31, 2019 and the creation of the PGS Leadership Team and Core Team last November 4, 2019. This was followed by a series of cascading activities of the hospital strategies to the different units of the institution.
After several preparation, EVRMC has unlocked another milestone by participating in the Initiation Revalida organized by the Institute for Solidarity in Asia last November 2019 at the Bayanihan Center, Pasig City, Metro Manila and garned the Silver Trailblazer Award. Amidst the challenges faced in this COVID 19 pandemic, EVRMC will strive to continue its journey towards attaining its vision of becoming a globally recognized Center of Excellence in Health by 2030.
